ELIGIBILITY & REQUIREMENTS
3-Time DMV Knowledge Exam Failures:
Required for anyone who has failed the Virginia knowledge test three times
Teens (Ages 15–17):
Must present proof of completing the 30-hour Driver Education classroom component with either a DEC-1 (from a public/private high school) or DTS-36 (from a commercial driving school) prior to taking this course
Adults (18+):
Eligible after 3 license or permit test failures (no prerequisite completion certificate required)
